The City takes an education first approach and has been working proactively with business owners to support compliance with by-law requirements. A key component of the City’s public outreach and education first approach is the Community Activation Playbook, developed by the FIFA World Cup 2026™ Vancouver Host Committee. The playbook was shared publicly in advance of the tournament to provide guidance and clarity on what is permitted during the event period.

WHAT ESSENTIAL INFORMATION IS THE HOST COMMITTEE PROVIDING TO VANCOUVER’S VISITORS AND RESIDENTS THIS SUMMER?

WATER RESTRICTIONS AND HEAT PREPAREDNESS

WILL METRO VANCOUVER’S CURRENT WATERING RESTRICTIONS IMPACT THE MATCHES AT BC PLACE VANCOUVER?

Member municipalities, in conjunction with Metro Vancouver, implement annual staged water restrictions that come into effect on May 1 which focus primarily on reducing outdoor water use. During the year, water consumption and reservoir levels are monitored with increased stage water restrictions implemented when required, as directed by Metro Vancouver.

Water Use Plans are in place for City of Vancouver and Park Board golf courses and playing fields, including FIFA World Cup 2026™ Vancouver training facilities and FIFA-related commercial operations at the PNE. Water required to support FIFA-related requirements and commercial operations at BC Place Vancouver and associated event infrastructure is permitted.

HOW IS THE CITY OF VANCOUVER PREPARING FOR EXTREME HEAT EVENTS DURING THIS SUMMER’S TOURNAMENT?

Should temperature levels in Vancouver increase during June and July, plans are in place to ensure relief and heat mitigation efforts are in place for everyone from out-of-town visitors to residents and local vulnerable populations. The City of Vancouver has an Extreme Heat Plan that can be implemented to ensure that residents and visitors can stay safe during hot weather events. The plan is activated when Environment Canada issues an official heat warning.

The heat plan includes a variety of free resources across the city and within the FIFA World Cup 2026™ footprint to help residents and visitors stay hydrated and cool. Some resources include:

  • Air-conditioned cooling centres where everyone is welcome and neither registration, payment nor identification are requested.
  • Over 300 permanent drinking fountains across Vancouver supported by additional temporary summer drinking fountains, handwashing stations and misting stations.
  • The City also has established partnerships with community serving organizations, Neighbourhood Houses and the Aboriginal Friendship Centre to prepare and respond to heat events and better support heat-vulnerable people.

Additionally, during the tournament, further resources will be available:

  • Shaded seating areas and emergency responders will be available at key public tournament sites such as the FIFA Fan Festival ™ and along the match day spectator route to BC Place Vancouver.
  • Host City volunteers positioned along key tournament and FIFA Fan Festival™ Vancouver routes will have key heat safety messaging to help spectators and festival attendees stay safe and informed.

BUDGET, PROJECTED COSTS AND COMMERCIAL OPPORTUNITIES

WHEN WILL THE CITY OF VANCOUVER SHARE A DETAILED BREAKDOWN OF THE FINANCIAL COSTS FOR HOSTING THE TOURNAMENT?

Final costs for hosting the FIFA World Cup 2026™ will be shared post tournament when all cost and revenue accounts have been reconciled. The City and Province, along with its partners, is committed to transparency and is expecting to provide an update on actual costs, revenues and economic benefits in spring 2027.

WHAT IS THE HOST CITY SUPPORTERS PROGRAM AND WHAT ARE THE FINANCIAL BENEFITS?

The Host City Supporter program is a FIFA initiative for the FIFA World Cup 2026™ that allows each of the 16 Host Cities the opportunity to engage local and regional businesses as official supporters of the tournament at the city level. The program is designed to help the Host Cities generate revenue and help offset hosting costs associated with hosting matches and related events.
